Appointed by Secretary of Labor Wilson national director of United States Public Service Reserve, April 1917, operating during war period under Department of Labor for recruiting labor for war plants and moving to essential centers; also national director United States Boys' Working Reserve and acting assistant director general United States Employment Service; secretary and member of executive committee Commission for Relief in Belgium, 1914-15.
